ABSTRACT: Persistent insecurity poses a significant challenge to democratic governance, particularly where prolonged violence weakens institutional capacity, public trust and the legitimacy of state authority. Although existing scholarship has extensively examined insecurity, democratic consolidation and governance, these strands remain insufficiently integrated in explaining how sustained security pressures cumulatively reshape the institutional, relational and normative foundations of democracy. This study examines how persistent insecurity has influenced Nigeria’s democratic governance since 1999, focusing on state legitimacy, institutional capacity, accountability, public trust and citizen participation. It adopts an integrated State Legitimacy and Democratic Consolidation Theories to explain how security threats and governmental responses affect democratic institutions and political relationships. The study employs a qualitative research design based on systematic analysis of relevant secondary evidence, including scholarly literature, institutional reports, policy documents and official records. The findings indicate that persistent insecurity has not produced democratic breakdown but has generated cumulative pressures on democratic governance through weakened institutional effectiveness, declining public confidence, constrained civic participation, reduced accountability and the expansion of security-oriented state practices. The study argues that democratic resilience therefore depends not only on security effectiveness but also on legitimate, accountable and participatory governance. It recommends strengthening civilian oversight, institutional coordination, transparency, accountability and citizen participation in security governance. These reforms are essential for restoring public trust and consolidating Nigeria’s democratic institutions under conditions of persistent insecurity.
